What Is a Professional Visit Pass?

The Professional Visit Pass (PVP) is a short-term professional visa issued by the Immigration Department of Malaysia for foreign experts who need to provide services to a Malaysian sponsor for a limited period — typically up to 12 months. Unlike the Employment Pass, which assumes a long-term employer-employee relationship with a Malaysian company, the PVP assumes the foreigner remains employed and paid by an overseas employer while temporarily delivering services in Malaysia.

The most common use cases are technical training, equipment installation and commissioning, project consulting, intercompany secondment, research collaboration, and short-term performances or filming.

The PVP framework changed significantly in March 2026 — for companies in manufacturing and selected services under MIDA’s regulatory purview, PVP applications are now processed through the MIDA Expatriate System (MES), with a standard processing time of 15 working days. Other sectors continue to apply through the Expatriate Services Division (ESD) with processing of approximately 14–21 working days.

PVP vs Employment Pass — Which One Do You Need?

This is the most common point of confusion. The two passes look similar at the surface but differ on every important dimension:

Decision rule: if your foreign expert remains on the overseas payroll and is in Malaysia for a defined project under 12 months, choose PVP. If the engagement is open-ended, locally paid, or the person is becoming part of the Malaysian operation, choose EP.

Typical PVP Use Cases

Statutory Requirements

For the applicant

  • Foreign national (not a Malaysian citizen or permanent resident)
  • Genuine foreign expertise relevant to the proposed Malaysian assignment
  • Currently employed by an overseas company that is paying the salary during the Malaysian assignment
  • Valid passport with at least 6 empty pages for visa stamps, valid for at least 18 months
  • Clean immigration record — no overstays, deportations, or breaches
  • Located in the country of origin at the time of application — not already in Malaysia on another pass (with limited transition exceptions)

For the Malaysian sponsor

  • Active SSM-registered Malaysian company, foundation, educational institution, or government-recognised organisation
  • Registration on InvestMalaysia (MES) for manufacturing and selected services companies under MIDA’s purview, OR active ESD Online account for non-MES sectors
  • For ESD-route applications: a valid JTK Labour Department Approval Letter must be obtained before the PVP can be submitted (valid 6 months, usable for multiple applications during that period)
  • Demonstrable Malaysian operations and ability to host the foreign expert
  • Sponsor undertakes responsibility for the applicant’s conduct, exit, and compliance

Critical limits

  • No dependents permitted on a PVP. Family members may enter Malaysia on a separate Social Visit Pass, subject to immigration discretion at the point of entry — they are not formally tied to the principal’s PVP.
  • No salary minimum, but also no flexibility. PVP holders cannot work for any other Malaysian company or be assigned to any other entity.
  • Cannot enter Malaysia before approval. Entry is permitted only after both the PVP approval AND the Visa with Reference (VDR) have been issued, where applicable.

Documents Required

The Immigration Department’s August 2024 streamlining reduced the general documents required from 13 to 6. The simplified core list applies to most PVP categories:

Core documents (general PVP)

  • Copy of all pages of the applicant’s passport (with at least 6 empty pages)
  • Sponsor application letter outlining purpose, duration, and intended activities
  • Personal Bond form (varies by nationality — some nationalities require a security bond)
  • Curriculum Vitae demonstrating relevant qualifications and experience
  • Certificates of professional qualification (notarised; translated where not in English)
  • Service agreement between the Malaysian sponsor and the overseas employer (or secondment letter for intercompany cases)

Additional documents by category

  • Equipment installation / commissioning: purchase/service contract between Malaysian client and foreign supplier
  • Training (factory/hotel): training programme document with curriculum and duration (max 6 months)
  • Film/performance: PUSPAL approval issued by the Ministry of Communications must be obtained before the PVP application
  • Religious work: sub-category specific letters from the relevant religious organisation
  • Researchers / academics: invitation letter from the Malaysian institution; research proposal

From the Malaysian sponsor

  • Active InvestMalaysia or ESD Online registration
  • For ESD-route: JTK Labour Department Approval Letter (valid 6 months, mandatory before PVP submission)
  • SSM registration documents and current good standing
  • Office lease and operations evidence

All foreign documents must be translated into English by the applicant’s embassy or by ITBM (Malaysian Institute of Translation & Books), and endorsed as Certified True Copy where required.

Our Process

We work in five phases. Most PVP approvals come through within 2–3 weeks of complete submission:

  1. Phase 1 — Free Consultation & PVP-vs-EP Decision (Day 0). We confirm PVP is the right route (versus EP, intercompany transferee EP, or other passes). We map the assignment scope, identify the right PVP sub-category, and confirm sector routing (MES vs ESD). Written recommendation within 24 hours.
  2. Phase 2 — Sponsor Setup & JTK Approval (Days 1–10). We verify the Malaysian sponsor’s MES or ESD registration. For ESD-route applications, we initiate the JTK Labour Department Approval Letter — typically obtained within 5–10 working days, valid for 6 months across multiple PVP applications.
  3. Phase 3 — Document Collection & Preparation (Weeks 1–3). Personal documents, qualifications, sponsor letter, service agreement, and category-specific documents (PUSPAL approval for performers, training programme for trainees, etc.) collected and prepared.
  4. Phase 4 — Application Submission (Week 3). Filed via Xpats Gateway → InvestMalaysia (MES) for qualifying companies or directly via ESD Online for non-MES sectors. We respond to government queries on your behalf.
  5. Phase 5 — Approval, VDR & Endorsement (Weeks 3–6). PVP approval issued. Visa with Reference (VDR) issued by the relevant Malaysian Embassy or High Commission for nationals requiring a visa. On entry to Malaysia, the PVP is endorsed at MyXpats Centre or the issuing immigration office. The applicant may not enter Malaysia before approval.

Renewals & Extensions

PVPs are short-term by design. Renewal is not automatic and rests on Immigration discretion:

  • Maximum total duration: 12 months for general PVPs; 6 months for factory or hotel training placements
  • Extension requests must be submitted at least 1 month before pass expiry, with full justification of why the assignment cannot be completed in the original window
  • Repeated extensions or repeated applications for the same individual on the same assignment may trigger questions about whether the assignment is genuinely short-term or should be transitioned to an Employment Pass
  • Where a project genuinely needs longer than 12 months, we recommend transitioning the foreign expert to an Employment Pass at the next renewal cycle. Frequently Asked Questions

How long is a Professional Visit Pass valid?

The maximum duration is 12 months for general PVPs and 6 months for factory or hotel training placements. Extensions are at Immigration’s discretion and must be applied for at least 1 month before expiry.

Can a PVP holder work for a Malaysian company?

No. The PVP holder must remain employed and paid by their foreign employer for the duration of the pass. They are providing services to the Malaysian sponsor under a service agreement or secondment, not employed by the sponsor. If long-term local employment is the goal, an Employment Pass is the right route.

Can I bring my family on a PVP?

No. PVPs do not permit dependent applications. Family members may enter Malaysia separately on a Social Visit Pass, subject to ordinary visit rules — but they are not formally linked to the principal’s PVP.

What is the JTK Labour Department Approval Letter?

For PVP applications submitted through ESD (non-MES sectors), an Approval Letter from the Labour Department (JTK) must be obtained before the PVP application can be filed. The JTK letter is valid for 6 months and can be used for multiple PVP applications by the same sponsor during that period. We initiate it in parallel with PVP document collection.

Can my Malaysian company sponsor me on a PVP?

This is a frequent misunderstanding. The PVP assumes you remain employed by your foreign company — your Malaysian company would be the sponsor and host, not the employer. If your only employer is the Malaysian company, the correct pass is an Employment Pass, not a PVP.

How long does a PVP application take?

Under MES, 15 working days for qualifying sector companies. Under ESD, approximately 14–21 working days plus the JTK approval letter timeline (typically 5–10 working days first time). End-to-end with document preparation, expect 3–5 weeks.

Can I enter Malaysia before my PVP is approved?

No. Entry on a tourist visa with the intention of activating a PVP later is not permitted and may trigger refusal at the port of entry. Wait for both the PVP approval AND, where applicable, the Visa with Reference (VDR) before travelling.

Can a PVP be converted to an Employment Pass?

Yes — and this is a common pathway. Where an assignment that started as PVP becomes a longer-term role, we file a new Employment Pass application with the Malaysian sponsor as employer. The applicant must meet the NEEP salary thresholds and the sponsor must meet paid-up capital and structural requirements.

Are foreign performers and film crews on PVPs?

Yes — but with an additional layer. Foreign performers, artistes, film directors, and creative crews must obtain PUSPAL approval (issued by the Ministry of Communications) before the PVP can be submitted. We coordinate both steps.

What if my application is rejected?

Under MES, rejected applications can be resubmitted immediately with no cooling-off period — but resubmissions are treated as appeal cases and the final decision rests with the Director General of the Immigration Department. Rejections typically stem from inadequate justification of foreign expertise, mismatched assignment scope, or sponsor company issues. We diagnose and remediate before resubmission.
